Curran told the board the operation would be a private wine club: members place orders online and vendors would make scheduled deliveries. "So it's a private member's wine club," the applicant said, explaining deliveries would be scheduled and the garage would function as storage for in‑bound and out‑bound shipments. The board and staff pressed on how much of the dwelling or accessory structure could be used under the town’s home‑occupation rules and on the practical effects of repeated outside loading and unloading.
Site‑walk notes read into the record described a two‑story detached garage with no insulation or climate control, no running water or drainage, and a paved parking area with space for three vehicles. The board questioned whether deliveries — which could include personal vans, small box trucks or trailers — would be “all aspects” carried out inside the structure as required by the Raymond Land Use Ordinance and whether visible, repeated outdoor loading would be consistent with keeping the area residential in character.
Equally central to the board’s deliberations was public‑safety input the members had not yet received. Several members said they wanted the fire/rescue department’s written report and, if possible, for Wayne Jones (the town’s fire official who attended the site walk) to appear at the next meeting to clarify turnaround, access and any fire‑safety or suppression conditions the department would require.
Chair David Murch made the motion to table, explaining the need for that missing technical input. "I will make a motion that we table this until the August meeting," he said; the motion carried unanimously. The board directed staff to request the fire/rescue report and said it would revisit possible conditions — containment for spills, limits on vehicle size or frequency, parking requirements and potable‑water/hand‑washing arrangements — after receiving that input.
Next steps: the ZBA will consider the fire/rescue report, any additional written materials Curran supplies, and any recommended conditions at the August hearing before taking a final vote.
