County accountant warns Kaliseum could face six‑figure deficit; board presses for budget plan

At the June 24 special meeting, County Accountant Herbey told the Board that the Kaliseum's finances require a documented plan because the county is operating under a State Deficit Elimination Plan.

Herbey said she had not seen evidence the Kaliseum director had consistently managed revenue and expenses in the way the State expects and warned that "it is possible there would be a $200k+ deficit for the year." She urged the Board to ensure someone actively manages day-to-day revenue and expense implementation while a budget demonstrating compliance is prepared.

Commissioners pressed about the magnitude of shortfalls. Board members cited a $60,000 shortfall compared with the prior year and other compounding factors; Herbey said further analysis was needed because the former administrator had handled much of the budget work and the new accounting review would take time.

The board discussed options to reduce losses, including hiring or contracting a grant writer, monetizing more events, and holding the director to measurable goals during budget season. No immediate budget amendment was passed; commissioners said the Deficit Elimination Plan and how to fund any personnel changes must be explained to the State.
