The board discussed a payment request from Grinder Tabor & Grinder related to work at Gene Record Park. The contractor asked the city to pay $246,000 before delivery and setup of a modular restroom facility, but the contract specifies payment upon completion. After discussion, the board decided not to make any payment until the restroom is delivered and passes final inspection; Mayor Bell said the city will have a check on hand upon delivery and inspection.
Minutes state the contractor is currently in breach of contract by requesting payment before completion. Recorder Jim E. Garland said he had received a picture from the manufacturer and that he was working with the contractor and the engineer on project adjustments; the board scheduled no interim payments and required delivery and final inspection as conditions for payment.
