Commissioners split over whether packet materials were provided late before salary discussion

"It was provided at 3:00pm that day," Commissioner Robert Baldwin said, arguing he and other commissioners with full-time jobs had insufficient time to review complex materials. Baldwin asked whether the Personnel Committee had requested more information; according to the transcript, Schaeffer told Baldwin he "had not received any requests for additional information regarding this issue." Chair Kohn Matley countered that materials had been available for about two and a half months and urged the committee to hear Sheriff Whiteford explain his spreadsheet.
Commissioner David Comai, who entered the meeting at 6:04 p.m., said the committee-of-the-whole format exists to hear material and work toward consensus before the regular board meeting. The debate over timing helped prompt a motion to adjourn made by Baldwin and seconded by Kohn Fisher, which passed 4–3.
