The Board voted to have the Deputy Administrator assume responsibility for personnel issues after June 13, 2025, while continuing to work with and under the direction of outgoing Administrator David Schaeffer. The motion, put forward by Commissioner Robert Baldwin and supported by Commissioner David Persons, passed 5–2 with Commissioners Scott Matley and David Comai recorded as voting no.
Opponents argued personnel issues historically had gone to the Personnel Committee; proponents said routine staff matters require administrator-level operational oversight and that the Personnel Committee should be reserved for policy matters. Commissioners also discussed whether the Deputy’s compensation should be adjusted given added duties; the board deferred that compensation discussion for later.
