Fair board seeks conditional language in Fairgrounds agreement; committee forwards revised agreement to Board

Megan Nothelfer, president of the Fair Board, told the DPW Committee she was concerned that certain contract provisions — including security deposits, groundskeeping tasks and insurance requirements — read as mandatory even for volunteer-run groups and asked for conditional language that would apply only "if" particular items were relevant. Nothelfer said the Fair Board had not historically paid certain deposits and sought clarity for long-standing volunteer organizations.
Parks and Recreation Director Chad Williams and County Administrator David Schaeffer discussed differences among user groups and how fees or in-kind services have been handled in the past. Williams noted fees vary by user and that security deposits are typically returned or credited; he said the fee for the FAIR would be $3,500 absent in-kind services. The committee reached consensus to forward a revised Fair agreement to the full Board for approval and to have legal counsel review suggested changes so conditional language could be added where appropriate.
