Commissioner objects to added agenda items as committee moves them forward

Commissioner Robert Baldwin objected to including the items at the special meeting, saying they were neither emergencies nor properly routed to the County Administrator. Baldwin said the Committee of the Whole was intended as the venue "for all to hear prior to decision" and that commissioners were not receiving materials before meetings. Chair Comai countered that some matters had been before the Board and Committee previously and needed resolution at the committee level.
County Administrator David Schaeffer and other officials took part in the discussion about administrative process and materials. The minutes record discussion but do not show a separate recorded roll-call vote on the initial motion to add the items; later motions on specific items were recorded as having "no opposition."
