Commission approves UDOT state-aid agreement for Historic Orchard Pathway; UDOT covers 80% of $6 million project

The Box Elder County Commission voted unanimously on May 13 to approve UDOT State Aide Agreement #26-19 for the Historic Orchard Pathway, a multi-use shared-use path project running from 800 North to 8700 South that crosses portions of Willard City and Box Elder County.
Community Development Director Scott Lyons told commissioners the project agreement clarifies responsibilities among UDOT, Willard City and the county and confirms funding: $6,000,000 total with UDOT contributing $4,800,000 (80%) in state aid and the local agencies providing a $1,200,000 (20%) soft match composed of UTA right-of-way and county easement. Lyons said Willard City is contributing right-of-way for the trail and the county is contributing an easement.
The agreement establishes reimbursement procedures and names a UDOT project manager who will review payment requests and coordinate closeout; UDOT reserves the right to charge for PM time (capped at $15,000) which would be deducted from the $4.8 million state-aid allocation. The Local Agency (Willard City for city segments and Box Elder County for county segments) is responsible for project administration including environmental compliance, permits, right-of-way, and contractor oversight.
Commissioner Lee Perry moved to approve the agreement; Commissioner Boyd Bingham seconded and the motion carried unanimously on a roll-call vote (Vincent, Bingham, Perry = Yea). The project will move forward under the scope and reimbursement terms in Agreement #26-19.
