The Box Elder County Commission on May 13 approved Agreement #26-20, renewing a lease that authorizes the Box Elder Wildlife Federation to operate the Tremonton-Bothwell firearms range on county-owned property.
Alan Smart, who spoke about the agreement during the meeting, said the Wildlife Federation’s presence at the site has lowered vandalism. "The vandalism has gone down 92 percent," Smart stated. The written agreement—attached to the packet—names Box Elder County as owner of the parcel (Parcel 06-175-000) and grants the federation the limited use described in the contract.
Deputy Attorney Anne Hansen said the new draft extends the term from four to five years and retains a $2 million minimum liability insurance requirement for the federation; she noted the state sometimes requires up to $3 million, which could place additional exposure on the county. The contract obligates the federation to post range rules, restrict access to current members, collect and dispose of trash, and allow county law enforcement free use of the range.
Commissioner Lee Perry moved to approve Agreement #26-20; Commissioner Boyd Bingham seconded the motion and it passed unanimously on a roll-call vote (Chairman Tyler Vincent, Bingham, Perry = Yea). The signed agreement runs June 1, 2026 through May 31, 2031 and authorizes termination on 30 days' written notice (or immediate termination for breach).
