County Commission consents to inclusion of private land in MIDA Stratos Project Area, 3-0

The Box Elder County Commission voted 3-0 on May 4 to adopt Resolution #26-11, consenting to the inclusion of private land in the Military Installation Development Authority's (MIDA) proposed Stratos Project Area.
Commissioner Boyd Bingham moved to approve the resolution; Commissioner Lee Perry seconded and the motion carried by unanimous roll-call vote. County documents filed with the resolution list dozens of parcel numbers covering roughly 40,691.72 acres identified in Exhibit A to the resolution.
Deputy County Attorney Anne Hansen explained that state law requires landowner consent and county commission consent before MIDA may include privately owned land in a project area. Commissioners said their vote was intended to secure contractual protections for the county that they negotiated with MIDA rather than to endorse immediate construction on the properties. "Property rights are foundational in our way of life," Commissioner Perry said while describing why the commission considered the negotiated guardrails and financial commitments before voting.
The consent records will be filed in county records as part of the project-area creation process under the MIDA Act. Future permit applications and environmental reviews remain necessary before any construction can proceed in the project area.
