Box Elder County commissioners voted to approve UDOT state aid Agreement 2619 to complete the Historic Orchard multiuse non-motorized pathway between the county and Willard City.
Scott Lyons of the county's Community Development Department described the project and funding split: "UDOT is coming up with the 80% match," and Box Elder County and Willard City will combine for a 20% soft match (right-of-way and easement value rather than direct cash). Lyons said approval will allow the county to begin final design and construction phases once engineering is assigned and the design timeline is set. Commissioner Perry moved to approve the agreement and Commissioner Bingham seconded; the motion passed by voice vote.
County staff said the county would not provide direct cash for the match, and that the county's easement and Willard City's right-of-way would be the local contribution. The agreement enables next steps, including final design and project management coordination with Jones and Associates.
