Venable said, “The developer has committed to prepayments of, for the for 3 years, $5,400,000 a year to help cover those expenses that so that the county can gear up for this to, put in a PO for fire equipment or hire, life safety, police, EMTs, fire, so that they're taken care of and are able to to gear up for what is happening.” She also presented revenue projections of roughly $30,000,000 annually after the first phase and an estimated $108,000,000 annually at full build‑out. Commissioners asked how school districts and other taxing entities would be affected and whether the county could enforce job or infrastructure commitments; presenters pointed to developer commitments and defense contract activity as sources of long‑term employment.
