Council keeps Kirk Tract public hearing open, asks developers to update water/wastewater studies

Council opened a public hearing on the proposed annexation of the 77.2-acre Kirk Tract off FM 1660 and heard extended comments from the developer, who said they have worked with staff since 2021 and have development agreements in place. Staff recommended, and council accepted, adjourning the MSA and public hearing to Sept. 4 so the developer could update water and wastewater service evaluations and so staff could complete required notices and coordination with utility authorities and TxDOT.
Developers objected that certain requested updates were not required by their development agreement and said delays hindered project timelines; councilmembers responded that staff had recommended the updated SERs and that council voted to keep the hearing open so the city has complete technical information before acting. The motion to adjourn the public hearing to Sept. 4 passed unanimously (7-0). Staff said the MSA would return to council with updated SERs and related municipal service data so council could consider annexation, zoning and PID steps together at a later meeting.
Council emphasized the need to protect the city's water-supply capacity and requested clear SER documentation before final approval; developers said they are pursuing voluntary removal from a neighboring utility CCN and working to resolve the water-source issues.
