Council reorders road projects; Exchange Boulevard prioritized over Live Oak in short term

Matt Rector, the city engineer, said Exchange intersection design was “basically ready to go” and the city was waiting on right‑of‑way acquisitions. He recommended pulling the trigger first on TxDOT‑coordinated projects at FM1660 and US79 while delaying the city‑only County Road 163 work until later. Several council members said Live Oak’s condition is poor but that the larger traffic benefit favored moving Exchange forward.
Council approved motions to push portions of Exchange/Intersection funding out to FY28–29 and to move Live Oak’s full reconstruction out to FY27–28 while authorizing engineering and some near‑term design work to remain active. Staff said this sequencing should allow smoother coordination with TxDOT and UPRR and reduce the chance of multiple major corridors being under construction at the same time.
