Hutto council prioritizes police facility design, defers library and parks studies

Alberta Barrett, the finance director, told the council the FY26 CIP spreadsheet flags projects in green when funding is available and yellow when the item likely needs a debt issuance. She said the Justice Center design was shown with a $5.5 million FY26 allocation and that bond counsel confirmed prior 2018 general obligation proceeds could be used to begin Justice Center design “as long as you’re including the communications or the dispatch portion of that in your justice center.” After discussion, councilors moved the library/community center feasibility study to FY29–30 and the combined parks/public‑works study into FY27–28.
Why it matters: the change reprioritizes capital spending to begin design on a high‑cost public safety project while pushing community‑space studies later in the plan. Councilors said the shift will allow the city to sequence construction so the police station can move forward without stretching the city’s borrowing capacity. Barrett and staff will update ClearGov and the budget book to reflect the new schedule and to show where future debt issuance will be needed.
