Calvert PAB reports 26 complaints so far in 2024; ACC charged four administratively

The PAB chair told members that "so far this year since January, 2024, we've had 26 complaints," and that 20 of those were reviewed by the administrative charging committee, with four cases resulting in administrative charges and three cases pending.

Members and training staff discussed how much detail the PAB should receive about those outcomes. Wayne Silver said the PAB should receive an overview of outcomes without personally identifying details: "It wouldn't be... information that is directly related to an individual... you wouldn't receive an individual's name." He and others described ways the ACC can present trends — spreadsheets, verbal briefings or simple redacted outcome lines — so that the PAB can identify patterns without seeing full investigative files.

ACC Chair Ed Dale, who said he is new in the role, acknowledged turnover and pledged closer communication with the sheriff's office and better use of the 30-day return option when files lack needed information. "We should send more stuff back if we have any more questions as opposed to a hard and fast ... making a decision and sending it forward," he said.

Board members asked whether outcome summaries should include complaint type (for example, excessive force, discourteous behavior) and whether qualitative narrative should accompany counts; trainers and staff recommended both numeric and limited qualitative context to avoid misleading conclusions.

No changes to procedure were adopted at the meeting; members directed staff to refine how ACC outcomes are summarized for future PAB meetings and for the annual report to the county commissioners.
