Council approves PD amendment for Desert Color; Taco Bell lot approved pending final plat

The council approved an amendment to the Desert Color Plan Development commercial zone that will allow creation of a roughly 0.75‑acre lot intended for a Taco Bell restaurant.
Planning staff explained the lot will provide more parking than required (27 spaces vs. 15 required) and landscaping along Southern Parkway consistent with other Desert Color development. The planning commission reviewed the preliminary plat and recommended approval subject to the final plat being reviewed and recorded. A representative for the developer attended from Salt Lake, and staff said the final plat condition must be satisfied before building permits are issued.
Council approved Ordinance 2026‑044 by roll call vote. Staff advised the photometric plan shows downward‑facing lighting and that site lighting will be controlled to limit off‑site spill to one foot‑candle or less at property lines during final plan review.
Planning staff also noted the site is near other Desert Color businesses and future ring‑road connections designed to serve multiple commercial pads.
