County approves residential kennel permit with strict limits and inspections

The Chisago County Board on April 15 approved Resolution No. 26/0415-5 authorizing a Residential Kennel Interim Use Permit at 50105 Bayview Avenue in Nessel Township for the Donna M. Johnson Revocable Trust and applicant Tamara Johnson. The permit limits the number of dogs to no more than eight dogs over six months old at any time and requires those dogs be housed within the dwelling.
The resolution includes operational conditions: regular veterinary care and vaccination records must be made available to county staff and enforcement authorities on request; daily collection and legal disposal of dog waste; controls on outdoor barking (no more than 20 continuous minutes of barking with less than 30 seconds between barks); a prohibition on commercial kennel activity and on breeding; and biannual site visits by code enforcement staff for one year starting June 1, 2026. The resolution records the applicant’s verbal testimony that there were 16 dogs on the premises as of April 2, 2026 and that eight are expected to leave the premises in the near term.
The motion passed unanimously. The Board noted violations of the conditions could lead to permit revocation.
