Probation report: Cass County shifts to CCA model, adds staff to manage 400 new clients

Schneider said the county now manages nearly all supervision types — pretrial, juvenile, misdemeanor and felony — while continuing to partner with the Department of Corrections for intensive adult felony release. He reported the department took on an influx of about 400 additional clients and increased staff from 10 to 14 to handle the caseload. Board members noted steady decreases in recidivism and improvements in DWI statistics since 2019.
The board received and filed the report; the staffing and caseload changes reflect a structural shift in how the county delivers supervision services and will be monitored as the department implements the CCA model.
