Environmental Services Director Jeff Woodford and County Planner Scott Wold summarized the proposed consolidation of several county regulations—the Land Use Ordinance, Short‑Term Rental Ordinance, Subsurface Sewer Treatment Systems Ordinance and Subdivision Ordinance—and noted conditional approvals from the Mississippi Headwaters Board, the Minnesota Pollution Control Agency and the Minnesota Department of Natural Resources. Public comment focused primarily on how the draft defines ADA access paths and on language governing wildlife ponds and the clearing of forest land for non‑forestry uses. Following discussion on Section 1121.1 (General Non‑Shoreland Zone Standards), Section 1123 (Wildlife Ponds) and the Forest Land Conservation definition in Section 1103, Commissioner Neal Gaalswyk moved to remand the draft ordinance to the Planning Commission "for further consideration;" the motion passed unanimously.
The remand returns the draft to the Planning Commission so staff and commissioners can clarify ambiguous definitions and consider adjustments requested during the hearing. The board did not adopt or amend ordinance language at the meeting; the Planning Commission will review the requested clarifications and return recommendations to the Board at a future meeting.
