The Cass County Planning Commission on April 13 approved, as amended, a variance application from Brian Carlock for a 1,738‑square‑foot residence with a lakeside patio and a 28'x28' garage on Teaberry Trail NW, subject to conditions and amended setbacks. The application requested multiple setbacks from Portage Lake (RD) and an unnamed lake (NE). Notices were mailed to 17 nearby property owners and the county received nine comments. The motion passed 6–1, with Commissioner Jim Woll recorded as the dissenting vote.
The applicant amended the proposal at the hearing to shift the residence 5 feet farther from Portage Lake and allow some structures to move up to 5 feet closer to the unnamed NE lake. The commission required a new 4‑bedroom, Type‑1 septic system sized at 600 GPD, a 15‑foot vegetative buffer, no run‑off to lakes or adjoining properties, erosion control and as‑built drawing submission, and a permit before site work begins. The approval is effective through April 13, 2028 unless commenced or extended by the commission.
