Council approves parking agreement and zone change for Crimson Heights behavioral-health services

Planning staff presented a development agreement to permit a reduced parking calculation for a behavioral health/service facility proposed at 691 South 300 East (the former seminary/ROTC building). Staff explained the standard code would require 33 spaces (1 per 250 sq ft) but the applicant proposed 25 spaces (1 per 330 sq ft) because many clients are dropped off and do not drive.
Architect Greg Baldry, speaking for the applicant, said planning commission had discussed occupancy and usage patterns and noted a possible maximum of 45 people in the building at any time, with many clients unable to drive. "It'd be 6 to 18 and and maybe a little bit older... Most of them don't drive," Baldry said when asked about client age and mobility. Council members compared the arrangement to other drop-off/pick-up models (for example, a Montessori school) and asked for clarity on appointment lengths and operational details; Baldry said appointments may vary and could be two to four hours in many cases.
Council moved to approve the development agreement and the PDC zone change with planning commission conditions and recorded unanimous roll-call approvals. Conditions include required site improvements, a block wall for buffering and specified landscape/parking treatments during site-plan review.
