The Floyd County Ambulance Commission on April 27, 2026 debated a revised contract proposal from AMR that would pass through hiring bonuses to retain staff and reached a conditional agreement after two competing motions.
A motion by Supervisor Frank Rottinghaus to accept AMR’s original three-year offer — $560,000 in year one, $576,800 in year two and $594,104 in year three — failed on a 1–4 vote. The commission then passed, 4–1, a motion by Dawnett Willis to accept AMR’s latest proposal provided three written conditions are added: (1) hiring bonuses apply only to existing full-time positions; (2) bonuses are paid incrementally; and (3) any employee who receives an incrementally paid hiring bonus must remain employed by AMR in Floyd County for a minimum of two years or repay the bonus amount.
The commission authorized Charles City Administrator Tyler Trout to negotiate that language with AMR. Commissioners stated that if AMR does not agree to incorporate the negotiated terms, the commission would recommend adopting AMR’s original offer. The vote split reflected ongoing concern about how bonus dollars would be applied and about staff retention safeguards.
