Council asks staff to draft ordinance updating procurement thresholds, empowering Town Manager for routine spending

Town Manager Suzanne Harvey told the Council the procurement code has not been updated in years and that current thresholds are out of date. She recommended replacing a requirement for a full RFP on modest purchases with a three‑quote requirement and allowing the Town Manager emergency spending authority up to $35,000.
"It currently requires that any projects over $10,000.00 have to go through the RFP process," Harvey said, adding that this requirement discourages vendors from submitting for small projects. Town Attorney Thomas Benavidez agreed with the proposed update. Mayor Wallace directed staff to prepare an ordinance for consideration at the next meeting.
Council did not adopt an ordinance on March 26; the vote at this meeting was direction to draft the ordinance and return with proposed language.
