Council rejects proposed UDC revisions after public objections; council vote fails 3‑2

A proposed overhaul to the city’s Unified Development Code (Item 24‑054) failed on a 3‑2 vote at the Oct. 1 meeting after a resident objected to the timing and clarity of the changes.
Public commenter Mitchell Wolff criticized the redline presentation and urged the council to postpone action until the 2025 comprehensive plan: "The proposal is presented without a clear summary that explains the purpose of the changes, in layman’s term... Excluding public involvement is unacceptable," he said. Consultant Shannon Kettering gave a brief synopsis of recommended changes during the hearing.
Councilmembers Lowe and Peek voted to approve the measure; Councilmembers Foster, Schmidt and Lightsey voted against it, causing the motion to fail. Council discussion emphasized the need for clearer public outreach and suggested that some zoning policy questions (including the 20‑acre rule) deserve broader public engagement in the comp‑plan process before wholesale code changes.
The failure preserves the existing UDC pending any reintroduction or revision; staff recommended conditions from planning commission were discussed but not adopted.
