Wayne County renews EAP contract, prepares for statewide civil service changes
Summary
The committee approved renewal of the ESI Employee Assistance Program for 2026 and authorized collective bargaining with remaining units; HR reported staff will observe a civil service transformation in Penn Yan that will return some HELP Program positions to competitive exams.
Human Resources Director Brian Sams told the committee three HR staff will travel to Penn Yan to observe the statewide civil service transformation process. He said the goal is to centralize on a single statewide system and that positions currently filled under the HELP Program will eventually revert to competitive examinations.
The committee approved three HR transmittals 5-0: renewal of the ESI Employee Assistance Program for Jan. 1–Dec. 31, 2026, an amendment to Resolution 62-26 adopting the 2026 salary schedule for managerial/confidential staff not covered by the approved pay structure, and authorization to enter collective bargaining with remaining units not named in Resolution 63-26.
