Votes and actions: Reinvestment Zone No. 1 board approves minutes, passes ordinance and adjourns

The McKinney Reinvestment Zone No. 1 board on Nov. 18, 2025 took the following actions during its meeting at McKinney City Hall:
• Approved the minutes of the Oct. 21, 2025 meeting. The chair recorded the motion as moved by Councilman Cloutier and seconded by Councilman Jones; the board responded with recorded vocal "aye" remarks and the chair said the motion passed.
• Approved an ordinance amending the FY2025–26 budget to provide funds for a Chapter 380 economic development agreement and a project-plan implementation agreement with UB 33 McKinney LLC for a vacant underutilized parcel at 308 West Virginia Street. The chair recorded this motion as moved by Councilman Beller and seconded by Mayor Cox; the chair announced the motion carried.
• Adjourned the meeting after a motion by Councilwoman Feltes, seconded by Mayor Cox. Chairman Franklin called the vote and announced the meeting was adjourned. "Meeting is adjourned," he said on the record.
