At its Dec. 16 meeting, the McKinney Reinvestment Zone No. 1 Board recorded the following formal actions:
1) Approval of minutes from Nov. 18, 2025 — Motion by Councilman Cloutier; second recorded in the minutes as Councilman Feltes. Chair declared the motion passed.
2) Approval of TRS 1 funding and contract for downtown fire-suppression design — Motion by Councilman Cloutier; second by Mayor Cox. The board approved a design contract for Reed Fire Protection Engineering in the amount of $420,775; staff will return with block-level cost estimates and required budget amendments prior to construction.
3) Authorization to pursue a small-area plan for State Highway 5 — Motion by Councilman Cloutier; second by Councilman Beller. The board authorized staff to proceed with consultant procurement and approved up to $300,000 for study work; staff said a budget amendment will be required and will be placed on a future council agenda.
No public commenters addressed agenda items during the meeting. The board adjourned after confirming there would be no executive session.
