City Manager briefs Visit McKinney on population, airport and public facilities work

Paul Graham, city manager, updated the Visit McKinney board on population and capital projects. "Our monthly estimate, as of November 1 is 234,576," Graham said, and then listed several facility projects: airport east-side infrastructure with terminal vertical construction, the Mechanics Performing Arts Center renovation slated to start in early 2026, and a nearly completed fire department headquarters projected to move in January 2026. Graham said when the fire department vacates its prior building the police will move into that space and it will require retrofit work.
Graham also previewed a feasibility study for a new downtown parking structure as the first phase of redevelopment for the old City Hall and Development Services building and noted an upcoming council work session to discuss the McKinney 2040 comprehensive plan implementation and a regional sports park RFQ. He encouraged board members to tune into the council work session for additional context on those items.
Board members congratulated Graham on an ICMA Career Excellence Award announced earlier in the meeting and thanked staff for their work on the projects. No formal action was requested of the board on the capital items at this meeting.
