McKinney board authorizes up to $300,000 for small-area plan on State Highway 5

The McKinney Reinvestment Zone No. 1 Board authorized staff to proceed with a small-area planning process for land uses and redevelopment along State Highway 5 and approved funding of up to $300,000 to retain a consultant. Planning Manager Haley Angel described the project's goals, anticipated components and how the study would inform future TIRZ/TIRS decisions.
"The request today is for a small area plan to look at land uses and development along State Highway 5," Angel said, noting the plan would be community-driven and could include an existing-conditions report, market assessment, redevelopment analysis, catalyst-site identification and recommendations on implementation and funding mechanisms. Angel said the study area is proposed north and south of the McKinney Town Center zoning district and may be refined when a consultant is engaged.
Angel told the board staff plans to bid the consultant contract through a public RFQ, form a diverse steering committee, and emphasize stakeholder engagement so property and business owners can participate in shaping the vision. Councilman Cloutier moved to approve the request; the motion was seconded and the board voted in favor.
Staff said the request will require a budget amendment; that amendment will be brought forward at an upcoming council meeting. Angel and board members confirmed the general study boundaries (north to 380, south to McMakin/industrial edge) and emphasized inclusion of interested property and business owners in outreach.
