Kiara Robinson, downtown development planner for the City of McKinney, told commissioners that the request would reduce the storefront transparency requirement so the clinic can expand while keeping the original exterior. "Seeing that the design exception aims to maintain the character of the building, staff recommends approval," Robinson said.
Applicant J.C. Kilpatrick, who identified himself as the dentist and practice owner, described the office as a long-standing local business and said the expansion is intended to add operatories to serve more patients. "It's a 70 year old dental office. I'm the 4th dentist to own it," Kilpatrick said, explaining the intent to preserve the front façade while expanding into unused space on the lot.
No members of the public spoke on the item during the public hearing. After a motion to close the hearing and approve the exception, commissioners voted by a show of hands; the chair announced the motion carried unanimously. The matter will be recorded in the official minutes as approved by the commission; the transcript does not list a precise vote tally.
