Commissioners split over timing of public hearings on converting CMH to independent authority

The Ottawa County Board of Commissioners spent the bulk of its Dec. 18 meeting debating whether to authorize staff to set three public hearings on converting the county's Community Mental Health (CMH) department to an independent authority. Patrick, speaking for county administration, said staff will compile a financial and transition analysis and make a public-friendly summary available before any hearings: "We will summarize that into a document that can be distributed" (speaker 18).

Multiple commissioners objected to setting specific hearing dates before the board received the staff analysis. One commissioner argued that scheduling hearings without material in hand "makes it look like we are moving forward with affirming moving to an independent authority" (speaker 6). Dr. Brashears, who advised the board on CMH impacts, told commissioners the county currently faces about a $5,000,000 shortfall related to Medicaid revenue that affects CMH operations and urged careful communication to clients and staff (speaker 9).

The board voted on a resolution to set hearing dates (proposed dates included Jan. 14, Jan. 15 and the week of Feb. 2) and the motion failed on a roll call vote. Commissioners who voted no said they preferred to review the complete analysis and to allow time for public outreach and education before setting hearings. The chair said the item will return to the Jan. 6 organizational meeting with the staff materials for the board to consider.
