In a March 5 work session the Huntsville Town Council reviewed proposed updates to the RC (recreational) zone prompted initially by a Powder Mountain rezoning request. Mayor Sorensen summarized the RC zone’s 1980s origin and the Planning Commission’s recent rework. Proposed changes would add camping rules, including a limit of four campsites per acre and requirements for restrooms and site plans.
Councilmember Sandy Hunter said she supported updating the RC zone to include the camping rules to limit potential future impacts and to prevent undesirable changes if a new owner pursued recreational development; she argued the rules would protect residential areas. Concerns raised by councilors included that adopting an RC rewrite could invite other rezoning petitions and that development agreements can be difficult to enforce. The council debated whether Powder Mountain should be rezoned into an updated RC zone or remain R‑1 under a development agreement. The council agreed to wait for the Powder Mountain development agreement before voting on the RC zone updates, preferring to see the agreement terms first.
