The council discussed the trade-offs between rezoning Powder Mountain into the updated RC Zone (which imposes explicit operational conditions) versus leaving the property in the R‑1 zone and relying on a development agreement. Council members worried that adopting broader RC rules could invite other rezoning requests and potentially allow larger recreational facilities in residential areas, a result the council said it did not want.
