Huntsville Pledges $17,500 to Support Winters Grove Bridge Engineering for Pineview Loop Pathway

The Huntsville Town Council approved a $17,500 pledge on Feb. 19, 2026, to help pay for engineering and stamped plans for the Winters Grove Bridge on the Pineview Loop Pathway. Alan Wheelwright of Eden Valley Trails told the council that completing the engineering would strengthen a state ORPA grant application and unlock larger state funding for construction.
Wheelwright stated that "The requested $17,500 will directly fund the engineering phase of the project and strengthen our ORPA application by demonstrating strong local support and financial partnership." Town Treasurer Melissa Knowles provided analysis showing recent additional local tax receipts and recommended the pledge as an appropriate use of available funds. The motion, made by Council Member Sandy Hunter and seconded by Council Member Jim Truett, passed by roll-call vote 4-0.
Eden Valley Trails plans to issue an RFP for engineering work and expects Huntsville's contribution to be needed in July–August 2026. The pledge is intended to help leverage Weber County and state grants and accelerate the Winters Grove bridge design and permitting.
