Huntsville Council Adopts 2026 Water Conservation Plan, Cites Ongoing Leak Repairs

The Huntsville Town Council voted 4-0 on Feb. 19, 2026, to adopt Resolution 2026-2-19, approving the town's 2026 Water Conservation Plan. The measure was moved by Council Member Sandy Hunter and seconded by Council Member Lewis Johnson.

The plan, presented by Water Board Chair Ron Gault, documents the town's water sources and system operations, including the long-standing spring sources and a secondary well put into regular use since 2019. Council Member Lewis Johnson said the document "was nothing new but just a summary of what the town had been following for years." The plan notes Huntsville treated about 56 million gallons in 2025, of which roughly 38 million gallons were unaccounted for; the town attributes a substantial portion of those losses to leaks along a 3,600-foot section of HDPE transmission piping that is slated for replacement in spring–summer 2026.

The Conservation Plan, incorporated as Exhibit A to Resolution 2026-2-19, includes a system overview, treatment-plant description, a one-million-gallon reservoir, and operational monitoring steps (metering, SCADA monitoring, daily logs). It also records that the treatment plant added filtration and automated controls over the last two decades and that a nearby well (Wishing Well) has been validated and produces in excess of 200 gpm, serving as the primary source since 2019.

Council action authorizes the plan to be the town's guiding conservation document and enables the town to proceed with related infrastructure and budgeting steps laid out in the plan.
