County shows pretrial dashboard pilot but flags automation and data-access hurdles

A summer intern assembled a six-month pretrial dataset for a pilot dashboard; county staff say the effort is promising for targeting interventions but would require automated data feeds and cross-agency data-sharing agreements to scale.
Phil and his team presented a pilot pretrial dashboard built from 60 cases closed in the first six months of 2026 to show what automated tracking could look like.
"We logged 60 different cases… 47 jail bookings that reflected here," Phil said, describing the dataset Abby Roby compiled over the summer. The work was manual — Phil estimated the intern logged roughly 100 hours — and staff said scaling the dashboard would require either contracting for an automated feed or building an internal IT solution that extracts data from CCAP and other systems.
Members raised integration issues: CCAP, the courts’ record system, is not designed for data mining and access can be constrained; jail RMS and law-enforcement records use other systems. Phil and others noted that real-time charging and bond data likely come from CCAP and would require coordination with courts or IT to extract. The pilot’s proposed use cases include guiding interventions, routing funding and increasing transparency if the council chooses to make the data public.
The group agreed to further explore what data fields to track, who would maintain the dashboard and what resources are needed for automation.
