CJCC assessment urges data-sharing, new strategic plan and executive committee reboot

The Criminal Justice Coordinating Council heard a 30-page assessment from the Justice Management Institute and agreed to prioritize data sharing, bylaws updates and strategic planning.
Phil, the council’s justice support lead, summarized the JMI executive summary and told members the report highlights collaboration strengths — including faith-based and medical members — while urging the council to modernize by restoring a functional executive committee and adding people with lived experience to improve decision-making. "The strategic planning really needs to come first before anything else," Phil said, according to the meeting record, and proposed forming a smaller work group to draft an outline for the September meeting.
Members discussed repurposing the treatment-court subcommittee to help shape the plan and noted the council’s bylaws are about 13 years old. The report also recommended clearer roles for an executive committee; Phil said he would work with corporate counsel and staff to draft suggested bylaw revisions.
Next steps set at the meeting: volunteers to form a task group, a draft framework to be circulated before the September meeting and continued focus on data-sharing solutions related to pretrial and related systems.
