Commissioners recommended lot-coverage ranges for non-commercial buildings of 20%–30% (minimum–maximum) and a 100% standard for commercial buildings. On height, the Commission elected to retain the existing approach—35 feet as the standard in the Village and Main Districts with conditional use review required for heights above that level rather than imposing a hard cap. The Commission also chose to require main façades and primary entrances to be oriented parallel to the street and to use consistent setbacks relative to predominant existing block setbacks. For materials and architectural elements (roof overhangs, cornices, fenestration patterns), the Commission directed preparation of general guidelines emphasizing compatibility with historic buildings rather than narrowly prescriptive mandates.
Commissioners emphasized flexibility: the overall preference is for broad recommendations that guide design decisions while leaving room for context-sensitive application. Staff and the consultant will prepare draft language on these topics for the next meeting.
