Tresco lot consolidation tabled after plan corrections and neighbor sewage complaints

Salem Township's Planning Commission voted to table a proposed lot consolidation by Tresco Paving Corporation on Dec. 3 after making extensive informal comments and requesting plan revisions. The motion to table, made by Paul Holleran and seconded by John Durco, passed unanimously.
Commissioners asked the applicant to correct the owner name on the application and plan, add a Statement of Purpose explicitly describing conveyance and consolidation of the listed tax parcels, show right-of-way edges and the required 40-foot front setback along Storey Road, add road-identification numbers, show on-lot sanitary facilities and water-source information, show all utility easements, amend county- and township-certification language, and correct deed/recording numbers. Solicitor Gary Falatovich also raised a title issue: county records suggest the area identified as "Plant Road" may be a separate tax parcel still titled to Damimo Storage, LLC, and the plan may need a 50-foot private easement note to reflect maintenance and access obligations.
Abutting property owner Tom Frazzini told the Commission that "for years, Tresco's wastewater is in his backyard. The pond that was installed by Tresco leaks into all the neighbors' yards." Resident Lisa Segina noted that Salem Township does not have zoning but said residents nonetheless "have rights." Vince Tresco, the applicant, said he plans to install a holding tank and asked Frazzini to contact him so he could work on correcting the situation, adding, "all we are trying to do is build a garage." The Commission asked the applicant to return with corrected materials and documentation to resolve deed, easement and sanitary questions before the plan is placed on an agenda.
The Commission recorded that some deeds reference proportional maintenance of the private Plant Road and that a temporary wall on Tresco property may encroach on Damimo Storage property; the Solicitor indicated the issue will be taken up with further legal review. The plan was tabled to allow the applicant to address the listed technical and title issues.
