Neighbors and racers trade competing claims over noise, smoke and local impacts at Shenandoah Speedway

Residents from adjacent subdivisions described repeated noise intrusions, drifting tire smoke and damage to outdoor enjoyment along the Shenandoah River corridor, urging a new decibel study and stricter enforcement of limits. Shipwreck Farms president Darwin Hurst said mitigation walls identified in a 2007 memorandum remain incomplete and recommended the county require modern sound-absorbing solutions and calibrated monitoring.

Opposing speakers including racer-promoter Chris Lilly, operator Jeff Vaughn and visiting racers argued the Speedway offers a safe, family-friendly venue, supports youth development and brings visitors and dollars to Page County. Racer Will Smith and father Ron Patten emphasized hands-on learning for children, and promoter Jason Richardson apologized for any neighbor distress while stressing the track's safety record and community benefits.

Commissioners and the county attorney focused on technical remedies: standardized calibrated decibel meters, microphone placement protocols, data logging, muffler requirements and annual third-party reviews. Resident demonstrations included a portable calibrated meter (proposed $700 devices) and a light meter; neighbors urged the Commission to require enforceable, easily reproducible measurements so staff can act on complaints.

No final resolution was reached: the Commission tabled the amendment so staff and counsel can draft clearer, enforceable language and provide historical complaint records for further review.
