Administrator: aircraft taxed at personal-property rate; differential would need pre-advertisement decision

County Administrator Evan Vass told Board members that aircraft are currently assessed and taxed at the personal-property rate (recorded in the minutes as $4.11) and that if the Board wants a differential rate for airplanes it must make that decision before advertising the budget and tax rates.
Vass also noted that the taxable value represented by one penny on the rate had increased — the minutes record an example change from about $600,000 to $840,000 per penny — and that, as presented, the proposed budget shows a shortfall equivalent to 3.62 pennies if the Board funds all requested items. He said those calculations informed the Board’s discussion on whether to raise the rate, cut spending, or further use the unassigned fund balance.
No formal action was taken on airplane taxation or on a differential-rate decision during the work session; staff indicated such a change would need to be resolved ahead of budget advertisement.
