ODOT lays out tiered plan to cut $200M in state‑highway funds

Staff said the tiering lets decision makers preserve frontline maintenance and DMV functions in the first tranche and shift larger cuts to project delivery, policy and administration. Commissioners pressed for detail on which positions are vacancies versus filled roles and asked staff to produce tables that show authorized positions by funding source and the positions proposed for reduction.
