He said the federal portion of the program is substantial but typically requires a local match (staff cited roughly 8% federal highway funds for planning in their description and a 20% local match). "It gives us the funds to hire specialists who deal in transportation planning to get us a planning study that we could then pursue implementation funds either federally or locally," Chris said.
Councilors suggested the study could help with recurring issues such as traffic control at a charter school and provide design‑level guidance (for example, roundabout concepts) to make DRI conditions more actionable. Staff noted the study’s scope could incorporate anticipated future development impacts so the city can be preventive rather than reactive.
