Planning Commission recommends vacation-rental rules; council directs draft amendments to Chapter 5.20

Jeff Breckel, chair of the Stevenson Planning Commission, summarized the commission's recommendations on vacation and short-term rentals, including proposals for licensing, safety inspections, guest limits, parking and noise restrictions and alignment with current zoning. City Attorney Robert Muth advised the council that proposals limiting rentals to city residents had been found illegal in other jurisdictions.
Councilmember Dave Cox moved to direct staff and legal counsel to draft amendments to Chapter 5.20 consistent with the Planning Commission's recommendations from Feb. 9, 2026. Motion was seconded by Pat Rice and passed by the council, with members confirming changes could be revised later during the ordinance drafting process.
