Staff outlines design overlay district and sets November 2026 downtown designation goal

Planning Director Tracy Bodeo told the commission staff will complete a design overlay district in the coming months and coordinate that work with a capital improvement plan so both are finished ahead of a downtown designation application targeted for November 2026.
Bodeo said the overlay will require adjustments to building setbacks on certain parcels and that staff will bring detailed mapping and language back to the commission. "Tracy then outlined plans to complete a design overlay district over the next few months, which will require adjustments including setbacks on certain parcels," she said.
Commissioners emphasized timing: the overlay and the capital plan must be ready together to satisfy prerequisites for the downtown designation application. Staff set a target of having both prerequisites complete in time to apply by November 2026.
