Ron Gault of the Water Board later briefed the council on culinary water implications for McKay Meadows and recommended use of PVC C900 DR18 for the new connection and a combination of HDPE sleeve where pipe passes under 1st Street and Spring Creek. The water manager suggested installing a hydrant at the end of the new lateral when homes are built or immediately if required for fire safety.
The Planning Commission had recommended approval, and the DA includes infrastructure and stormwater provisions. The council’s approval completes the local land‑use review for McKay Meadows; developers and utility staff must now finalize construction plans and permits.
