Planning commission recommends approval for 195-foot wireless tower in Victor Township

The Clinton County Planning Commission voted unanimously May 14 to recommend approval to the Board of Commissioners of a special land use permit for a 195-foot monopole wireless communication tower proposed by Vertical Bridge and Verizon at 8827 S. St. Clair Road in Victor Township (Parcel IDs: 140-020-400-085-00 and 140-020-400-075-00). Lynn Wilson, Interim Zoning Director, presented the application and described the project as intended “to improve, provide, and densify wireless services necessary to address an existing gap in network service.”
During the public hearing, several residents raised concerns. Robert Kirkbride of Victor Township said there are “potential health impacts from being within 1000 feet of a cell tower” and urged caution; he also stated property values for bordering properties would fall by 20 percent. Alison McCann said she was concerned about the tower’s placement and “the impact on her family’s privacy.” Tammy Ashley noted local service gaps and said “there have been problems with cell service in the area and it affects fire and rescue services.”
Commissioners discussed site-specific conditions before voting to recommend approval. The approval was conditioned on several requirements, including: an access drive a minimum of 20 feet in width meeting Multiple Residence Drive standards (Section 5.15 MRD); final grading and drainage plan approval by the Clinton County Drain Commission; signage on the fence with an emergency corporate contact number; acceptance of the proposed gray tower and antenna color; an acceptable maintenance plan; a surety bond to cover tower removal based on an engineer’s cost estimate; and a deed restriction on parcel #140-020-400-075-00 to prevent separate sale because of setback dependencies.
The motion to recommend approval was made by Dawn Levey and supported by Brian Byars; the roll-call motion carried 7-0. The commission cited §6.1(N), §6.1(P), §6.2(F), and §4.33 of the Clinton County Zoning Ordinance as the standards the application meets or can be made to meet. The recommendation now moves to the Board of Commissioners for final action.
