County approves $1.07 million study for Zion Hill (FM 2421) intersection improvements

Friese Nichols consultant Morgan McElwain told the court the county needs a traffic operational and safety analysis and schematic design at Zion Hill Road (FM 2421 at Zion Hill Loop), plus work at Johnson Bend and Colonial Creek. The scope includes program management and schematic design work to coordinate with TxDOT.
Staff presented fees from 0.5 Associates ($145,400) and program management ($26,050) and another line item that together were described as part of a $1,071,450 total contract. Commissioners discussed funding and the judge indicated discretionary transportation bond funds would cover at least part of the cost. The court approved the contract and the funding arrangement 5–0.
Commissioners cited safety concerns for the intersection and said the plan will inventory projects countywide to improve connectivity with cities and regional partners.
