He told the court that while the agreement itself does not contain a stipend, there is an expectation a separate follow‑up arrangement could provide stipends or resource support to the sheriff's office; staff said all operations and any incoming funds would be tracked for compliance. When asked, staff characterized the arrangement as not being a federal grant in the usual sense and noted reporting requirements would apply.
The court voted to approve the memorandum and authorized implementation steps; commissioners asked staff to return with the detailed accounting plan for any resources or stipends.
